Establish ‘exhibition plan’ and build up a global landmark sculpture
Devise a Mid-and long-term roadmap for later use (international tourism & leisure port) and a world-class exhibition plan (2nd half, 2008)
Set up an implementation plan for building a global landmark and various state-of-the-art theme pavilions (1st half, 2009) & build exhibition hall (operation facility) without any impediments (2011)
Set up related infrastructure required to host the Expo
Invest KW 12 trillion in transportation infrastructure (road, railway, port, airport) & exhibition facilities (KW 1.6trillion) [KW 2.7trillion by 2007(22.5%), 9.3 trillion won by 2008(77.5%)]
